To apply for a visa to Russia is a mandatory procedure for all foreigntourists , except citizens of the former CIS countries (except Turkmenistan and Georgia), as well as countries under the agreement of abolishment of the visa regime.
To obtain a visa a foreign citizen must apply to the Russian consulate or the consular department of Russian embassy located in the country of his/her residence. When contact the Russian consulate you should provide the following documents:
- business, visitor or tourist invitation to Russian Federation;
- passport valid for at least 3 months from the visa expiry date;
- application form, completed by hand;
- 3 photos (3x4 cm, color or black and white);
- insurance; executed by the insurance company, accredited by the Foreign Ministry of Russia (ROSNO Ingosstrakh, etc.);
- certificate of absence of HIV infection (for a multiple entry visa only).

The Consulate may also require additional confirmation of the identity of the alien or the purpose of his trip to Russia, such as booking voucher from the hotel (see Accommodation), an income statement, a letter of guarantee and the founding documents of the Russian host organization, etc.
